Overview
Use this service to request or coordinate expressive activity on Dakota State University facilities or grounds. Expressive activity may include peaceful assembly, protests, demonstrations, speeches, distribution of literature, signs, petitions, or similar lawful, noncommercial expression.

Unaffiliated individuals and organizations: Submit a complete request, including all required attachments, at least three working days before the proposed activity.

DSU students, employees, recognized organizations, and their invited guests: Ordinary lawful expressive activity in unrestricted outdoor areas generally does not require advance permission. Use this service when reserving a location or when advance coordination is required because the event is expected to attract 50 or more people, requests amplified sound, includes a structure, or has other significant operational needs.

Response time: DSU will act on a complete private-party application no later than the third working day after it is received and before the approved activity begins.

Approval record: If approved, the requester will receive an official authorization email. Keep the email available electronically or in print during the activity and present it when requested by DSU personnel.
Before submitting, be prepared to provide:

Requester and organization information;

Proposed date, time, location, and estimated attendance;

A brief description of the activity and the names of representatives who will be present;

Information about amplified sound, structures, equipment, accessibility, materials, food, commercial activity, or other operational needs; and

A copy of any written materials that will be distributed.

Unaffiliated individuals, nonprofit organizations, civic or charitable organizations, government organizations, and other private parties requesting expressive activity on DSU property.

DSU students, employees, recognized organizations, and their invited guests when requesting a reservation or coordinating a large-scale event, amplified sound, a structure, or another operational requirement.
Cost
There is no standard submission fee. Qualifying expressive activity by unaffiliated parties in generally available outdoor areas may occur without a facility-use fee. Published charges may apply for reserved facilities, equipment, institutional services, food service, security, insurance, cleaning, repair, replacement, or extraordinary setup. Any fee or required service must be based on definite, objective, content-neutral criteria.

Questions, Comments, and Appeals
After submitting a request, use the View request record link in the confirmation or decision email and add a comment to the ticket. Appeals of a denial must be submitted through the request record within five working days after the denial is issued and must include the specific facts and policy basis supporting the appeal.
